Data Bundles for Learnerships and Training Providers

Plan usable connectivity for adult learning: measure the course workload, compare data options, budget each cohort and distinguish delivery from attendance.

Training providers can buy data bundles for learners across Vodacom, MTN, Cell C and Telkom through a single SIMcloud account. Start with the learning workload and each learner’s current network, select suitable products, then distribute a reviewed batch. The aim is usable access during the course, not simply the largest advertised number of gigabytes.

This guide is for skills development providers, learnership programme managers and organisations funding adult online learning. It covers bundle selection, cohort budgets, issue dates and the evidence needed to distinguish a data delivery problem from a learning-platform problem.

Define what the learner must be able to access

A learner may open the course homepage successfully but still be unable to watch a hosted video, join a live class or upload an assessment. Map the complete learning journey before buying data: the learning management system, identity login, document storage, video host, meeting service and assessment upload destination.

Institution-funded connectivity is an established model. In its 28 May 2026 notice, Unisa described a qualifying-student list sent to mobile network operators and stressed keeping student phone details current. The notice concerned particular examination and access periods; it is not a promise of ongoing free data for every student or a SIMcloud partnership.

The operational lesson for a training provider is straightforward: the purchasing list must reflect the current eligible cohort and the current contact record. A successful recharge to an old number does not help the learner who now uses a different SIM.

Compare ordinary bundles, restricted education access and Wi-Fi

Vodacom’s education offering, for example, distinguishes access to specified sites through an education VPN from anytime bundles. These are different product designs. Buying a standard bundle through SIMcloud does not create a restricted education network, zero-rate your course website or prevent the learner from using the data elsewhere.

Compare alternatives on the cost of completing the actual course activity. A large night-time allowance is a poor substitute for a smaller usable allowance when a compulsory class takes place during the day. Likewise, a zero-rated course page does not establish that every linked service is included.

Estimate data from a representative learning week

Test the course on a representative device at the settings learners will use. Record downloaded file sizes and observed data use for live sessions; do not borrow a single “MB per hour” figure and apply it to every platform and video setting.

The following is a worked planning example, not a bandwidth benchmark or a SIMcloud bundle specification:

A nominal 1 GB allocation would not cover that example. The next step is to find an eligible product with sufficient usable allowance and validity, not to assume that a particular 2 GB product exists on every network. Replace the assumptions with measurements from your course, including retries and background device traffic where relevant.

Reduce avoidable demand as well as funding it. Compress readings, offer an appropriate video quality and let learners download material once when the course platform supports it. Data procurement cannot compensate indefinitely for unnecessary repeat downloads.

Build a cohort budget from actual network products

Use one line per network-and-product group. Keep the product name, allowance, validity, unit purchase price, learner count and planned issue dates together. Equal rand allocations do not necessarily buy equivalent data across networks.

For an illustrative 400-learner cohort, suppose 250 selected bundles cost R85 each and 150 cost R120 each. One issue costs R21,250 + R18,000 = R39,250. Three identical issues cost R117,750 before any other applicable programme costs. These prices are hypothetical; they are not SIMcloud catalogue prices or an assertion that the two bundles provide equivalent benefits.

If 20 learners leave before the second issue, update eligibility before creating the purchase file. Do not forecast every future issue using the opening headcount. Also distinguish the approved programme budget from wallet funds available on the issue date.

Confirm how your funding agreement treats connectivity and keep the evidence it requires. A recharge record proves a purchasing outcome; it does not by itself establish attendance, assessment completion, grant eligibility or a particular tax or accreditation treatment.

Build an issue calendar around teaching and assessment

Bundle validity and course duration need to align. Buying a short-validity bundle on Friday for an assessment due the following Thursday can fail the programme even if delivery is immediate.

  • Before the intake: verify each learner’s current number, network, eligible product and ability to access the course.
  • Before each issue: refresh active enrolment, changes of number and exceptions; approve the current roster.
  • Before the first required activity: issue early enough to investigate a failed recharge or access problem.
  • Near expiry: compare the next activity date with the purchased product’s validity.
  • At programme exit: stop future allocations and close unresolved delivery queries.

A reviewable cohort batch is useful when the roster changes frequently. SIMcloud also has scheduled and recurring recharge workflows, but establish the actual frequency rules before using them for an academic calendar. Do not assume a repeating interval automatically means a working day, class day or term date.

Keep the learning record and recharge record connected

Maintain a restricted allocation register with a learner code, cohort, issue period, current mobile number, network, selected product, purchase value, order reference and final result. Keep marks, disability information and assessment answers out of the recharge upload.

A reference such as COH07-OCT-L0142 lets your team link a purchase to the right learner and period. The SIMcloud bulk flow retains up to 30 reference characters, so use a compact code and keep the fuller description in your own register.

For a portal run, download the official msisdn,network,value,reference template. Data uses the relevant data-network code and the exact listed product value; the value field is not a place to enter “1GB”. Follow the bulk data ordering guide rather than adapting an old airtime spreadsheet by guesswork.

Fund the wallet, review the current recipients and totals, confirm the batch once, then reconcile individual results. If your learning system will trigger purchases, use the Data API documentation to design that integration. A standard account does not automatically connect to your learning management system or interpret attendance.

Measure successful delivery and successful learning access separately during the pilot. A useful intake report includes eligible learners, issued bundles, final purchase outcomes and unresolved access cases. Add attendance and assessment information from the learning system, with its own evidence.

Plan a learner-data pilot with SIMcloud

Start with a representative authorised group across the networks in your cohort. Include the actual course activities, not just a successful recharge notification. Agree who handles a number change, a failed purchase and a learner who can browse but cannot log into the course.

For a programme discussion, prepare the active learner count, network mix, course duration, issue dates, estimated data requirement, expected monthly purchasing value and reporting needs. Identify whether the budget owner is the training provider, employer or funder.

Learner data questions

Can one batch include learners on different networks?

Yes. Use the correct supported data-network code and a valid bundle value for each recipient. Review the network groups separately before confirming the run.

Will an ordinary bundle be restricted to our course?

No course-only restriction is established by an ordinary recharge. A restricted-access service requires a separate product and arrangement.

Can we give every learner the same rand amount?

You can set a budget policy, but data purchases must match available products. Compare usable allowances and validity rather than assuming equal spend produces equal access.

Does a delivered bundle prove attendance?

No. Use the learning platform or your attendance process for participation evidence. Keep delivery and learning outcomes as separate measures.
