Free Basic Electricity in Cape Town: Application and Meter Checks

Find the official FBE application route for Cape Town, prepare supporting records, confirm the meter link and ask about collection and renewal.

Author: SIMcloud Published 2 November 2026
A modest South African household, prepaid meter and blank application folder with a subtle mint support symbol. Different balanced scene for cape-town household support; no municipal logos.

For Free Basic Electricity in Cape Town, confirm household eligibility through the responsible municipality, then check that the correct electricity account or meter is linked. Application, approval and collection are separate stages. SIMcloud does not approve these applications or issue free tokens through this guide.

Official sources reviewed 1 November 2026. An older policy or expired campaign is identified below. The authority's current form and assessment control eligibility; this page does not collect identity or income documents.

Official starting point for Cape Town

Use the City's indigent-support application page. It provides a downloadable form and walk-in, email and postal submission routes. The page currently describes a household-income test of R7,500 or less per month; the City still assesses the complete application and applicable requirements.

Electricity tariff assignment is a related but distinct step. The residential tariff page explains Lifeline eligibility and free allocations. Do not assume that installing a prepaid meter or having a low balance automatically places the account on Lifeline.

What to confirm before applying

Download the current form or collect it from a walk-in centre. Assemble the identity, property/account and household-income evidence the form requests. The City's page distinguishes employed, self-employed, unemployed and grant/pension circumstances, so use the section matching the household rather than one universal document list.

Ask which electricity supplier serves the property and which tariff/benefit will apply after approval. The tariff page describes different free allocations based on the qualifying household's average use. This guide does not decide the household's allocation from one purchase receipt.

Submit through the authority's current process

The application page gives in-person submission at City walk-in centres and email to indigent.relief@capetown.gov.za, as well as a postal route. Read the current official instructions before sending documents; use copies and the specified certification where required. Keep the submission reference. The page describes annual renewal generally and a different period for some older applicants; record the review date on your own approval.

Keep the application reference, approval period and full meter number privately. Ask whether registration is active, the meter is linked, the benefit has been processed for the current month and whether it has already been collected. A token from a previous occupant or an old account can point to the wrong record.

If you were approved but cannot see the benefit, ask which organisation owns the correction and obtain a case reference. Another collection code cannot repair an unapproved application or a wrong meter link. Use the FBE collection guide for that separate stage.

Budget for electricity above the benefit

Use the household energy budget to compare expected use with the allocation. Paid purchases still follow the assigned tariff and account deductions. The tariff hub explains that distinction and identifies which rates are calculator-supported.

If a paid token is missing, recover it through the seller's purchase history rather than treating a payment problem as a new FBE application. Do not share full tokens or identity documents in public comments.

Questions about this application

Does buying electricity register me?

No. A paid purchase, a meter check and an indigent-support application are different actions.

What if the meter is managed privately?

Ask the municipality and meter administrator how support is linked to the household under that arrangement. Do not assume a direct municipal collection process applies unchanged.

Where can I compare other areas?

The national FBE hub links the local routes and explains eligibility versus collection.

Put this guide into practice

Check the meter before a paid purchase

Municipal FBE approval is separate from a paid top-up. SIMcloud does not register households for FBE.
